Kyshan takes its responsibilities for worker welfare and regulatory compliance seriously, including our role as an approved employer under the Pacific Labour Mobility (PALM) Scheme.
Regarding the two instances of accommodation non-compliance identified in Gippsland, arrangements were made through commercial operators. Our business relied on documentation provided, which indicated the premises were appropriately registered and suitable for use.
We now understand that this documentation was insufficient, and acknowledge that as the approved employer responsibility for ensuring suitable accommodation rests with us.
We have worked cooperatively with the Labour Hire Authority to address the issues identified quickly. Alternative accommodation was sourced, and affected workers were relocated. Accommodation charges have been suspended.
Since this matter arose, Kyshan has strengthened its accommodation verification and oversight processes, including requiring direct evidence of council registration, inspecting accommodation more frequently, and enhancing compliance checks.
These measures are in place to ensure all accommodation meets required standards now and into the future. The PALM scheme has had a positive impact on the lives of many workers and their families, and Kyshan is committed to maintaining this standard so workers continue to return over a number of years and benefit from the opportunities provided.
